Amendment in Mobile Phone Allowance

I am directed to invite a reference to Government circular letter No. FD-FP-2023(MBAL)/1/2020-4FP2/1/55050/2020 Dated 27.07.2020 vide which the fixed Mobile Allowance admissible to employees of the State Government was reduced and to say that the Government of Punjab, after careful consideration, has decided to withdraw the above said instructions dated 27.07.2020 and restore the fixed Mobile Allowance admissible to employees of State Government as follows:-

Amendment in Mobile allowance

These instructions are issued in partial amendment of the letters issued by the Department of Finance in respect of the Mobile Allowance vide its letter No. 3/28/2011-4FPII/612 Dated 03-10-2011 and No. 3/28/2011-4FPII/824 Dated 23-12-2011 

2. The Government of Punjab, after careful consideration, has now decided that the Mobile Allowance admissible to all employees of the State Government shall be as under:-

Clarification to discontinue Mobile Phone Allowance

ਮੈਨੂੰ ਆਪ ਜੀ ਦਾ ਧਿਆਨ ਉਪਰੋਕਤ ਵਿਸੇ ਤੇ ਵਿੱਤ ਵਿਭਾਗ (ਵਿੱਤ ਪ੍ਰਸੋਨਲ-2 ਸਾਖਾ) ਵਲੋਂ ਜਾਰੀ ਹਦਾਇਤਾਂ ਨੰ: 3/28/2011-4ਐਫ.ਪੀ.2/612 ਮਿਤੀ 3.10.2011 ਵੱਲ ਦਿਵਾਉਦੇ ਹੋਏ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਸਪੱਸਟੀਕਰਨ ਦੇਣ ਦੀ ਹਦਾਇਤ ਹੋਈ ਹੈ:-

ਜੇਕਰ ਕੋਈ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਿੱਤ ਵਿਭਾਗ ਦੇ ਪੱਤਰ ਨੰ:3/28/2011- 4ਐਫ.ਪੀ2/612 ਮਿਤੀ 3.10.2011 ਰਾਹੀਂ ਦਿੱਤਾ ਗਿਆ ਫਿਕਸਡ ਮੋਬਾਇਲ ਭੱਤਾ ਆਪਣੀ ਇੱਛਾ ਨਾਲ ਬੰਦ ਕਰਵਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ ਤਾਂ ਇਸ ਲਈ ਸਰਕਾਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ ਨਹੀ ਹੈ ਅਤੇ ਇਸ ਲਈ ਸਬੰਧਿਤ ਵਿਭਾਗ ਦਾ ਮੁੱਖੀ ਜਾਂ ਨਿਯੁਕਤੀ ਅਧਿਕਾਰੀ ਸਮਰੱਥ ਅਥਾਰਟੀ ਹੋਵੇਗਾ।

2. ਇਹ ਭੱਤਾ ਬੰਦ ਕਰਾਉਣ ਤੋਂ ਪਹਿਲਾਂ ਵਿਭਾਗ ਦੇ ਮੁੱਖੀ/ਨਿਯੁਕਤੀ ਅਧਿਕਾਰੀ ਵਲੋਂ ਸਬੰਧਤ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਤੋਂ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਅੰਡਰਟੇਕਿੰਗ ਲਈ ਜਾਵੇਗੀ, ਜੋ ਕਿ ਦਫਤਰ ਦੇ ਰਿਕਾਰਡ ਅਤੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀ /ਕਰਮਚਾਰੀ ਦੀ ਨਿਜੀ ਮਿਸਲ ਵਿੱਚ ਲਗਾਈ ਜਾਵੇਗੀ:-

ਉ) ਮੋਬਾਇਲ ਭੱਤਾ ਬੰਦ ਕਰਵਾਉਣ ਨਾਲ ਸਰਕਾਰੀ ਸੇਵਾ ਦੀ ਕਾਰਜਕੁਸਲਤਾ ਵਿੱਚ ਕੋਈ ਕਮੀ ਨਹੀਂ ਆਵੇਗੀ ਅਤੇ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਲੋਂ ਪਹਿਲਾਂ ਦੀ ਤਰ੍ਹਾਂ ਹੀ ਦਫਤਰ ਨੂੰ ਦਿੱਤੇ ਗਏ ਮੋਬਾਇਲ ਨੰਬਰ ਤੇ ਉਹ ਹਮੇਸਾ ਉਪਲਬੱਧ ਰਹੇਗਾ।

ਅ) ਸਬੰਧਤ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਲੋਂ ਉਸਦਾ ਆਪਣਾ ਮੋਬਾਇਲ ਨੰਬਰ ਪਹਿਲਾਂ ਦੀ ਤਰ੍ਹਾਂ ਹੀ ਦਫਤਰ ਵਿੱਚ ਉਸਦੇ ਅਧਿਕਾਰੀਆਂ, ਹੋਰ ਕਰਮਚਾਰੀਆਂ ਅਤੇ ਸਰਕਾਰ ਦੀ ਵੈਬਸਾਈਟ ਤੇ ਪਾਇਆ ਜਾਂਦਾ ਰਹੇਗਾ। ਸਰਕਾਰੀ ਕੰਮ ਲਈ ਆਮ ਪਬਲਿਕਨੂੰ ਉਸਦੇ ਮੋਬਾਈਲ ਦੀ ਸਹੂਲਤ ਪਹਿਲਾਂ ਵਾਂਗ ਹੀ ਬਰਕਰਾਰ ਰਹੇਗੀ।

3. ਇਹ ਸਪਸਟ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਮੋਬਾਇਲ ਛੱਤਾ ਬੰਦ ਕਰਵਾਉਣ ਦੀ ਸੂਰਤ ਵਿੱਚ ਉਪਰੋਕਤ ਅਨੁਸਾਰ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਕਾਰਣ ਸਬੰਧਤ ਵਿਰੁੱਧ ਅਨੁਸਾਸਨੀ ਕਾਰਵਾਈ ਆਰੰਭੀ ਜਾਵੇਗੀ ਜਿਸ ਦੀ ਜਿੰਮਵਾਰੀ ਸਮਰਥ ਅਥਾਰਟੀ ਦੀ ਹੋਵੇਗੀ।

ਜੇਕਰ ਕੋਈ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਿੱਤ ਵਿਭਾਗ ਦੇ ਪੱਤਰ ਨੰ:3/28/2011- 4ਐਫ.ਪੀ 2/612 ਮਿਤੀ 3.10.2011 ਰਾਹੀਂ ਦਿੱਤਾ ਗਿਆ ਫਿਕਸਡ ਮੋਬਾਇਲ ਭੱਤਾ ਆਪਣੀ ਇੱਛਾ ਨਾਲ ਬੰਦ ਕਰਵਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ ਤਾਂ ਇਸ ਲਈ ਸਰਕਾਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ ਨਹੀਂ ਹੈ ਅਤੇ ਇਸ ਲਈ ਸਬੰਧਿਤ ਵਿਭਾਗ ਦਾ ਮੁੱਖੀ ਜਾਂ ਨਿਯੁਕਤੀ ਅਧਿਕਾਰੀ ਸਮਰੱਥ ਅਥਾਰਟੀ ਹੋਵੇਗਾ।

2. ਇਹ ਭੱਤਾ ਬੰਦ ਕਰਾਉਣ ਤੋਂ ਪਹਿਲਾਂ ਵਿਭਾਗ ਦੇ ਮੁੱਖੀ/ਨਿਯੁਕਤੀ ਅਧਿਕਾਰੀ ਵਲੋਂ ਸਬੰਧਤ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਤੋਂ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਅੰਡਰਟੇਕਿੰਗ ਲਈ ਜਾਵੇਗੀ, ਜੋ ਕਿ ਦਫਤਰ ਦੇ ਰਿਕਾਰਡ ਅਤੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀ /ਕਰਮਚਾਰੀ ਦੀ ਨਿਜੀ ਮਿਸਲ ਵਿੱਚ ਲਗਾਈ ਜਾਵੇਗੀ:-

ਉ) ਮੋਬਾਇਲ ਭੱਤਾ ਬੰਦ ਕਰਵਾਉਣ ਨਾਲ ਸਰਕਾਰੀ ਸੇਵਾ ਦੀ ਕਾਰਜ ਕੁਸਲਤਾ ਵਿੱਚ ਕੋਈ ਕਮੀ ਨਹੀਂ ਆਵੇਗੀ ਅਤੇ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਲੋਂ ਪਹਿਲਾਂ ਦੀ ਤਰ੍ਹਾਂ ਹੀ ਦਫਤਰ ਨੂੰ ਦਿੱਤੇ ਗਏ ਮੋਬਾਇਲ ਨੰਬਰ ਤੇ ਉਹ ਹਮੇਸਾ ਉਪਲਬੱਧ ਰਹੇਗਾ।

ਅ) ਸਬੰਧਤ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਵਲੋਂ ਉਸਦਾ ਆਪਣਾ ਮੋਬਾਇਲ ਨੰਬਰ ਪਹਿਲਾਂ ਦੀ ਤਰ੍ਹਾਂ ਹੀ ਦਫਤਰ ਵਿੱਚ ਉਸਦੇ ਅਧਿਕਾਰੀਆਂ, ਹੋਰ ਕਰਮਚਾਰੀਆਂ ਅਤੇ ਸਰਕਾਰ ਦੀ ਵੈਬਸਾਈਟ ਤੇ ਪਾਇਆ ਜਾਂਦਾ ਰਹੇਗਾ। ਸਰਕਾਰੀ ਕੰਮ ਲਈ ਆਮ ਪਬਲਿਕਨੂੰ ਉਸਦੇ ਮੋਬਾਈਲ ਦੀ ਸਹੂਲਤ ਪਹਿਲਾਂ ਵਾਂਗ ਹੀ ਬਰਕਰਾਰ ਰਹੇਗੀ।

3. ਇਹ ਸਪਸਟ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਮੋਬਾਇਲ ਭੱਤਾ ਬੰਦ ਕਰਵਾਉਣ ਦੀ ਸੂਰਤ ਵਿੱਚ ਉਪਰੋਕਤ ਅਨੁਸਾਰ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਕਾਰਣ ਸਬੰਧਤ ਵਿਰੁੱਧ ਅਨੁਸਾਸਨੀ ਕਾਰਵਾਈ ਆਰੰਭੀ ਜਾਵੇਗੀ ਜਿਸ ਦੀ ਜਿੰਮਵਾਰੀ ਸਮਰਥ ਅਥਾਰਟੀ ਦੀ ਹੋਵੇਗੀ।

Implementation of the recommendation of the 5th (Fifth) Punjab Pay Commission Grant of Mobile Phone Allowance

I am directed to invite a reference to the subject cited above and to say that after careful consideration of the recommendations of the Fifth Punjab Pay Commission, the Governor of Punjab is pleased to decide that the employees of the State Government shall be entitled to a fixed Mobile Phone Allowance at the rates mentioned below:~

2. The grant of Mobile Phone allowance shall be subject to the following conditions

(a) The employees will have to provide mobile numbers on which their superior or general public can contact them for official work. These numbers can also be hosted on any Government website.

(b) Those employees who are already entitled to Mobile Phone Facility may elect to retain the same. In the case of such employees, the unutilized amount, if any, on their residential telephone will be allowed to be adjusted against their higher utilization of the mobile phone services.

(c) The payment shall be made along with the salary of the employees.

3. These orders shall be effective from the 1st October, 2011.
