Modified Assured Career Progression Scheme (MACP Scheme) for Medical Officers

Subject:-  Modified Assured Career Progression Scheme (MACP Scheme) for Medical Officers of Health Department of the State.

           Secretary to Government of Punjab, Department of Health and Family Welfare may kindly refer to their proposal received vide E office file no. DHS-E-40MISC/11/2025- ESTB4-DHS (E-828248) on the subject cited above.

2.        FD agrees to grant the Modified ACP Scheme to the Medical Officers as mentioned below:

3.       This scheme shall be applicable to the officers who are appointed before 17.07.2020 and are receiving the pay scales as per Punjab Civil Services (Revised Pay), Rules 2021 notified by the FD vide Notification No. 09/01/2021-5FP1/671 Dated 05.07.2021

4.        The Modified ACP Scheme for Medical Officers shall be applicable with effect from 01.01.2025.

5.    The AD will immediately amend the Service Rules accordingly.

6.      All other terms and conditions as were applicable prior to 01.07.2021 under the previous ACP Scheme for these medical officers shall also be applicable for this Modified ACP Scheme

7.       Since the Pay Matrix and Pay Levels of the 7th Central Pay Scales and 6 Punjab Pay Commission are different, the scheme for the Medical Officers recruited on or after 17.07.2020 will be decided separately.

Removal of anomaly due to grant of benefit of Assured Career Progression Scheme (ACP Scheme / A.C.P. Scheme 4/9/14) in the pay scales re-revised in the year 2011 by stepping up the pay of senior Government employees drawing less pay than their juniors

I am directed to refer to the subject cited above and to say that it has been brought to the notice of the Government that due to grant of benefit of Assured Career Progression Scheme in the pay scales re-revised in the year 2011, the pay of some junior Government employees get fixed at a level higher than the pay of their seniors.

2 After careful consideration of the matter, the Government of Punjab is pleased to decide that if duę to grant of benefit of Assured Career Progression Scheme in the pay scales re-revised in the year 2011, the pay of some senior Government employees gets fixed at a level lower than the pay of their juniors employees, the pay of such senior employees shall be stepped up to the level of the pay of junior employees subject to the following conditions:-

(a) The junior and senior government employees should belong to the same cadre..

(b) Before the implementation of re-revised pay scales in the year 2011, the senior government employee had been drawing pay equal to or more than the pay of the junior.

(c) The anomaly should be directly as a result of re-revised pay scale in the year 2011.

(d) The next increment of senior government employee shall be admissible on the same date as that of his junior, in respect to whom, he has got his pay stepped up.

(f) The benefit of stepping up of pay can be allowed to the senior employees for the second time, if the anomaly has again arisen with reference to the pay of the same junior, in respect of whom, the pay of the senior was stepped up for the first time.

3. The other conditions regarding stepping up the pay of the senior shall be same as per Finance Departments instructions No 6/46/2010-1FP2/322892/1 dated 13.10.2014.
