ਵੇਰਵਿਆ ਵਿੱਚ ਸੋਧਾ ਅਤੇ ਦੁਪਰਤੀ ਸਰਟੀਫਿਕੇਟਾਂ ਲਈ ਹਦਾਇਤਾ:-
1. ਸੈਸ਼ਨ 2024-25 ਤੋਂ ਰਾਜ ਵਿੱਦਿਅਕ ਖੋਜ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰੀਸ਼ਦ,ਪੰਜਾਬ ਵੱਲੋਂ ਪੰਜਵੀਂ ਜਮਾਤ ਦੇ ਮਾਰਚ, ਮਈ ਮੁਲਾਕਣ ਦੇ ਵੇਰਵਿਆ ਵਿੱਚ ਸੋਧਾ ਅਤੇ ਦੁਪਰਤੀ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨ ਲਈ ਸੰਬੰਧਤ ਬਲਾਕ ਪ੍ਰਾਈਮਰੀ ਸਿੱਖਿਆ ਅਫਸਰ ਸੱਮਰਥ ਅਧਿਕਾਰੀ ਹੋਵੇਗਾ।
2 ਸੈਸ਼ਨ 2024-25 ਤੋਂ ਰਾਜ ਵਿੱਦਿਅਕ ਖੋਜ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰੀਸ਼ਦ, ਪੰਜਾਬ ਵੱਲੋਂ ਪੰਜਵੀਂ ਜਮਾਤ ਦੇ ਮਾਰਚ, ਮਈ ਮੁਲਾਕਣ ਦੇ ਵੇਰਵਿਆਂ ਵਿੱਚ ਸੋਧਾ ਕੇਵਲ ਮੁਲਾਕਣ ਦੇ ਨਤੀਜੇ ਤੋਂ ਤਿੰਨ ਸਾਲਾਂ ਤੱਕ ਹੀ ਕਰਵਾਈਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ।
3. ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਦੇ ਵਿਚਿਆਰਥੀਆਂ ਨੂੰ ਦੋ ਭਾਸ਼ੀ ਹਾਰਡ ਸਰਟੀਫਿਕੇਟ ਦਿੱਤਾ ਜਾਵੇਗਾ ਅਤੇ ਗੈਰ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਵੀ ਸਰਟੀਫਿਕੇਟ ਦਿੱਤਾ ਜਾਵੇਗਾ।
4. ਸਕੂਲ ਮੁਖੀ (ਜਿਸ ਤੋਂ ਪੰਜਵੀਂ ਜਮਾਤ ਪਾਸ ਕੀਤੀ ਹੈ) ਜਾਂ ਗਜ਼ਟਿਡ ਅਫਸਰ ਹੀ ਫਾਰਮ ਅਤੇ ਫੋਟੋ ਤਸਦੀਕ ਕਰ ਸਕਦਾ ਹੈ।
5. ਹੇਠਲੀ ਜਮਾਤ (ਚੌਥੀ) ਦੇ ਆਧਾਰ ਤੇ ਵੇਰਵਿਆਂ ਦੀ ਸੋਧ ਲਈ ਦਸਤਾਵੇਜ:
ਜੇਕਰ ਵਿਦਿਆਰਥੀ ਵੱਲੋਂ ਪਾਸ ਕੀਤੀ ਹੇਠਲੀ ਜਮਾਤ (ਚੌਥੀ) ਵਿੱਚ ਦਰਜ ਵੇਰਵਿਆਂ (ਦੋਵੇਂ ਭਾਸ਼ਾਵਾਂ ਵਿੱਚ ਸਹੀ) ਦੇ ਆਧਾਰ ਤੇ ਸੋਧ ਦੀ ਮੰਗ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਤਾਂ ਇਸ ਆਧਾਰ ਤੇ ਸਰਟੀਫਿਕੇਟ ਵਿਚ ਸੋਧ ਕੀਤੀ ਜਾ ਸਕੇਗੀ ਇਸ ਲਈ ਹੇਠਲੀ ਜਮਾਤ (ਚੌਥੀ) ਦੇ ਸਹੀ ਵੇਰਵਿਆ ਵਾਲੇ ਸਰਟੀਫਿਕੇਟ ਦੀ ਤਸਦੀਕਸੂਦਾ ਕਾਪੀ ਦਾਖ਼ਲਾ ਖਾਰਜ ਰਜਿਸਟਰ ਦੀ ਤਸਦੀਕਸੂਦਾ ਕਾਪੀ ਅਤੇ ਆਧਾਰ ਕਾਰਡ ਦੀ ਕਾਪੀ ਨੱਥੀ ਕੀਤੀ ਜਾਵੇਗੀ।
6. ਟਾਈਪੋਗ੍ਰਾਫਿਕ ਗਲਤੀਆਂ ਨੂੰ ਸੁਧਾਰਨ ਸੰਬੰਧੀ ਦਸਤਾਵੇਜ਼:
ਜੇਕਰ ਕਿਸੇ ਵਿਦਿਆਰਥੀ ਦੇ ਪੰਜਾਬੀ ਜਾਂ ਅੰਗਰੇਜ਼ੀ ਵਿੱਚੋਂ ਇੱਕ ਭਾਸ਼ਾ ਵੇਰਵੇ ਸਹੀ ਹਨ ਤਾਂ ਇਸ ਆਧਾਰ ਤੇ ਦੂਜੀ ਭਾਸ਼ਾ ਵਿੱਚ ਸੋਧ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ, ਇਸ ਲਈ ਸੋਧ ਕਰਵਾਉਣਾ ਵਾਲਾ ਅਸਲ ਸਰਟੀਫਿਕੇਟ ਆਧਾਰ ਕਾਰਡ ਦੀ ਕਾਪੀ ਅਤੇ ਦਾਖਲਾ ਖਾਰਜ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਕਾਪੀ ਨੱਥੀ ਕੀਤੀ ਜਾਵੇ।
7. ਪ੍ਰੀਖਿਆਰਥੀ ਦੀ ਜਨਮ ਮਿਤੀ ਵਿੱਚ ਸੋਧ ਸੰਬੰਧੀ ਦਸਤਾਵੇਜ਼:
ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਦੀ ਕਾਪੀ, ਸੋਧ ਕਰਵਾਉਣ ਵਾਲਾ ਅਸਲ ਸਰਟੀਫਿਕੇਟ ਅਤੇ ਦਾਖਲਾ ਖਾਰਜ ਰਜਿਸਟਰ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਕਾਪੀ ਨੱਥੀ ਕੀਤੀ ਜਾਵੇ।
8. ਦਾਖਲਾ ਖਾਰਜ ਰਜਿਸਟਰ ਤੇ ਕਟਿੰਗ ਨਾਲ ਵੇਰਵਿਆ ਦੀ ਸੋਧ ਹੈ ਤਾਂ ਸਕੂਲ ਤੋਂ ਪੜ੍ਹੇ ਪ੍ਰੀਖਿਆਰਥੀ ਦੇ ਅਸਲ ਰਿਕਾਰਡ ਦੀ ਕਾਪੀ ਸੰਬੰਧਤ ਸਕੂਲ ਮੁੱਖੀ ਵੱਲੋਂ ਤਸਦੀਕ ਕੀਤੀ ਜਾਵੇਗੀ।
9. ਉਪ ਨਾਮ ਸਰਨੇਮ ਬਦਲਣ/ਲਗਾਉਣ/ਹਟਾਉਣ ਦਾ ਬਿਨੈ ਪੱਤਰ ਪ੍ਰਾਪਤ ਹੋ ਜਾਣ ਉਪਰੰਤ ਪਹਿਲਾ ਜਾਰੀ ਸਰਟੀਫਿਕੇਟ ਰੱਦ ਕਰਨ ਉਪਰੰਤ ਨਵਾਂ ਸਰਟੀਫਿਕੇਟ ਉਰਫ ਨਾਲ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸ ਸੰਬੰਧੀ ਹੇਠ ਅਨੁਸਾਰ ਦਸਤਾਵੇਜ ਨੱਥੀ ਕੀਤੇ ਜਾਣਗੇ.
ਪਹਿਲਾ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਅਸਲ ਸਰਟੀਫਿਕੇਟ ਨਾਂਬਦਲੀ ਬਾਰੇ ਪਹਿਲਾ ਦਰਜਾ ਮੈਜਿਸਟ੍ਰੇਟ ਤੋਂ ਤਸਦੀਕ ਹਲਫੀਆ ਬਿਆਨ ਜਿਸ ਵਿੱਚ ਪ੍ਰੀਖਿਆਰਥੀ ਵੱਲੋਂ ਆਪਣਾ ਨਾਂ ਬਦਲ ਕੇ ਰੱਖਣ ਸੰਬਧੀ ਦਰਜ ਕੀਤਾ ਹੋਵੇ ਅਤੇ ਬਿਨੈਕਾਰ ਵੱਲੋਂ ਆਪਣਾ ਨਾਂ ਬਦਲਣ ਸੰਬੰਧੀ ਦੇ ਵੱਖ ਵੱਖ ਅਖਬਾਰਾਂ (ਇੱਕ ਪੰਜਾਬੀ ਤੇ ਦੂਜਾ ਅੰਗਰੇਜ਼ੀ) ਵਿੱਚ ਇਸ਼ਤਿਹਾਰ ਦੇ ਕੇ ਅਖਬਾਰਾਂ ਦੀਆਂ ਅਸਲ ਕਾਪੀਆ ਜਮਾਂ ਕਰਵਾਈਆਂ ਜਾਣਗੀਆਂ
10 ਅਡਾਪਸ਼ਨ ਡੀਡ ਆਧਾਰਿਤ ਸੋਧਾਂ ਸੰਬੰਧੀ ਹੇਠ ਅਨੁਸਾਰ ਦਸਤਾਵੇਜ਼ ਲਗਾਏ ਜਾਣ:
ਅਸਲ ਸਰਟੀਫਿਕੇਟ,
ਵਿਦਿਆਰਥੀ ਦੇ ਮਾਤਾ-ਪਿਤਾ ਦਾ ਨਾਮ ਅਡਾਪਸ਼ਨ ਡੀਡ (ਹਿੰਦੂ ਅਡਾਪਸ਼ਨ ਐਂਡ ਮੈਨਟੀਨੈਂਸ ਐਕਟ 1956) ਦੇ ਆਧਾਰ ਤੇ ਦਰਜ ਕਰਦੇ ਹੋਏ ਪੰਜਵੀਂ ਜਮਾਤ ਦਾ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਹ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨ ਸਮੇਂ ਕੁਦਰਤੀ ਮਾਪਿਆ ਦੀ ਬਜਾਏ 'ਗੋਦ ਲੈਣ ਵਾਲੇ ਮਾਪਿਆਂ ਦਾ ਨਾਮ Training Manual For Civil Registration Functionaries in India ਵਿੱਚ ਦਰਜ ਉਪਬੰਧਾਂ/ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਦਰਜ ਕੀਤਾ ਜਾ ਸਕੇਗਾ। ਅਡਾਪਸ਼ਨ ਡੀਡ ਦੀ ਅਸਲ ਕਾਪੀ ਦਿੱਤੀ ਜਾਵੇ।
ਜਨਮ ਮਿਤੀ ਦਾ ਅਸਲ ਸਰਟੀਫਿਕੇਟ ਨੱਥੀ ਕੀਤਾ ਜਾਵੇ, ਜਿਸ ਵਿੱਚ ਅਡਾਪਟ ਕਰਨ ਵਾਲੇ ਮਾਤਾ ਪਿਤਾ ਦਾ ਨਾਮ ਦਰਜ ਹੋਵੇ (ਸੋਧ ਉਪਰੰਤ ਅਸਲ ਸਰਟੀਫਿਕੇਟ ਵਾਪਸ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ।
ਪਿਤਾ ਜਾਂ ਮਾਤਾ ਵੱਲੋਂ ਪਹਿਲਾ ਦਰਜਾ ਮੈਜਿਸਟ੍ਰੇਟ ਵੱਲੋਂ ਤਸਦੀਕ ਹਲਫੀਆ ਬਿਆਨ।
11. ਜੇਕਰ ਕਿਸੇ ਪ੍ਰੀਖਿਆਰਥੀ ਦੇ ਟੈਕਨੀਕਲ ਨੁਕਸ ਕਾਰਨ ਪ੍ਰਮੋਟ ਦੀ ਥਾਂ ਹੈਲਡ ਉਕਰੀਆ ਹੋਵੇ ਤਾਂ ਉਸਨੂੰ ਮੈਨੂਅਲ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇਗਾ।
12. ਦੂਸਰੀ ਸ਼ਾਦੀ ਉਪਰੰਤ ਮਾਪਿਆ ਦਾ ਨਾਂ ਬਦਲਣ ਸੰਬੰਧੀ ਡਾਇਵੋਰਸ ਸਰਟੀਫਿਕੇਟ ਜਾਂ ਦੂਸਰੀ ਸ਼ਾਦੀ ਦਾ ਮੈਰਿਜ ਸਰਟੀਫਿਕੇਟ ਸਮੇਤ ਪਿਤਾ ਜਾਂ ਮਾਤਾ ਵੱਲੋ ਪਹਿਲਾ ਦਰਜਾ ਮੈਜਿਸਟ੍ਰੇਟ ਵੱਲੋਂ ਤਸਦੀਕ ਹਲਫੀਆ ਬਿਆਨ ਅਤੇ ਆਧਾਰ ਕਾਰਡ ਦੀ ਕਾਪੀ।
ਨੋਟ ਸੋਧਾਂ ਜਾਂ ਦੁਪਰਤੀ ਸਰਟੀਫਿਕੇਟਾ ਸੰਬੰਧੀ ਫਾਰਮ ਸਮੇਤ ਲੋੜੀਂਦੇ ਦਸਤਾਵੇਜ਼ ਸੰਬੰਧਤ ਬਲਾਕ ਦੇ ਦਫਤਰ ਬਲਾਕ ਪ੍ਰਾਇਮਰੀ ਅਫਸਰ ਨੂੰ ਜਮ੍ਹਾ ਕਰਵਾਏ ਜਾਣਾ।

In exercise of the powers conferred by section 38 of the Right of Children to Free and Compulsory Education Act, 2009 (Central Act No. 35 of 2009), and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules further to amend the Punjab Right of Children to Free and Compulsory Education Rules, 2011, namely:-

1. (1) These rules may be called the Punjab Right of Children to Free and Compulsory Education (Amendment) Rules, 2025.
(2) They shall come into force on and with effect from the date of their publication in the Official Gazette.
“(3) The School Management Committee shall consist of sixteen members in the following manner, namely:-
(i) twelve members from amongst the parents or guardians of the students of the school concerned, out of which at least fifty percent shall be women;
(ii) Principal, Headmaster or Head Teacher of the school concerned; or, in the absence of such an official, the senior-most teacher of the school concerned;
(iii) a teacher employed at the school concerned;
(iv) an elected public representative of the area or his nominee; and
(v) an education worker i.e. an individual who preferably holds a graduation degree or more but at least has passed XII and is interested in the field of education:
Provided that a social worker with operations in the vicinity shall be an invitee member of the School Management Committee:
Provided further that the School Management Committee may, by a resolution passed by it, invite any person with a special background like education, health, sports and/or industry, as a special invitee member of the School Management Committee:
Provided further that the invitee member or the special invitee member, shall not have voting rights and shall also not be elected as the Chairperson or Vice Chairperson of the School Management Committee.
(4) The School Management Committee shall elect a Chairperson from amongst the twelve Parent Members to manage its affairs. The School Management Committee shall elect a Vice Chairperson from amongst the fourteen non-official members of the School Management Committee. The Principal or Headmaster or Head Teacher of the school concerned, or where the school concerned does not have a Principal or Headmaster or Head Teacher, the senior-most teacher of the school concerned shall be the ex-officio Member-Secretary and Convener of the School Management Committee.
(5) All the decisions in the School Management Committee shall be taken through consensus and mutual discussion. However, in case that is not possible, all decisions shall be taken by majority votes. In case of tie, the Chairperson shall have a casting vote.”

Insofar as the pre-condition is concerned, the issue stands squarely covered in
favour of the petitioner in Jeewan Jyoti and others vs. State of Punjab and
others, CWP-21750-2012, decided on 04.10.2013, wherein the action of the State,
on not providing regular pay scale of regularised Computer Faculty from the
date of regularisation, as it would be admissible to the employees upon joining
the faculty and not earlier, was frowned upon by this Court, while allowing the
writ petition, relevant paras whereof read thus:
"On due
consideration I find that there is no justification for making the regular pay
scale admissible to the petitioners from a date later than the date with effect
from which their services have been regularised. The explanation given by
respondent No.2 would have been relevant at the time of considering the case of
the petitioners for regularisation, but having regularised their services they
cannot fall back on any other pre-condition imposed upon the petitioners at the
time of offering them employment and more particularly so when said
pre-condition was also waived off as per the own showing of the respondents.
Clearly, the stand of the respondents No.2 is absolutely incoherent and
unsustainable and has forced the petitioners to come to this Court unnecessarily
which has also resulted in wastage of time of the Court.
Consequently,
the writ petition is allowed with costs of Rs.25,000/-, the impugned order is
set aside and the petitioners are held entitled to the regular pay scale with
effect from 1.7.2011 which is the date on which such regularisation has been
conferred upon them. The costs shall be recovered from the personal pay of the
officer who has passed the impugned order. The arrears shall be paid to the
petitioners within a period of two months from the date of receipt of a
certified copy of this order."
5. The Division
Bench in appeal preferred by the State, while dismissing it on 16.01.2014,
against which the SLP filed met the same fate on 08.09.2015, observed thus:
"It was
rightly said that the respondents were entitled to get salary from the date
when their services were regularized. After regularizing their services, no
condition can be put to restrict their salary from a later date. It is not in
dispute that all the respondents were in service when their services were
regularized."
6. Learned State
counsel, despite his best efforts, was unable to controvert the foctual
position and draw out any distinctive aspects in the aforementioned judgments
or cite any contrary low.
7. In view of
the above, the present writ petitions are disposed of in terms of Jeewan Jyoti
(supra) albeit without costs."

ਭਰਤੀ ਯਕਮੁਸ਼ਤ 6000/-ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਤਨਖਾਹ ਅਤੇ 500/- ਰੁਪਏ ਸਾਲਾਨਾ ਵਾਧੇ ਤੇ 3 ਸਾਲ ਦੇ ਠੇਕੇ ਤੇ ਕਨਨ ਲਈ ਮਿਤੀ 09-09-2012 ਨੂੰ ਇਸ਼ਤਿਹਾਰ ਪ੍ਰਕਾਸਿਤ ਕੀਤਾ ਗਿਆ ਸੀ । ਇਹਨਾਂ ਪੋਸਟਾਂ ਲਈ
ਸਲੈਕਟ ਹੋਏ ਉਮੀਦਵਾਰਾਂ ਨੂੰ ਦਸੰਬਰ 2014 ਤੋਂ ਨਿਯੁਕਤੀ ਪੱਤਰ ਦੇ ਦਿੱਤੇ ਗਏ ਸਨ।
3. ਮੰਤਰੀ ਪ੍ਰੀਸ਼ਦ ਵੱਲੋਂ ਲਏ ਗਏ ਫੈਸਲੇ ਮਿਤੀ 06.03.2019 ਅਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ
ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 07.03.2019 ਅਨੁਸਾਰ ਇਹਨਾਂ ਪੋਸਟਾਂ ਲਈ ਨਿਯੁਕਤ ਕੀਤੇ ਗਏ ਅਧਿਆਪਕਾਂ ਦਾ ਪਰਖਕਾਲ
ਸਮਾਂ ਠੇਕੇ ਦੀ ਮਿਆਦ ਖਤਮ ਹੋਣ ਦੀ ਮਿਤੀ ਤੋਂ ਦੋ ਸਾਲ ਦਾ ਮੰਨਦੇ ਹੋਏ ਇਨ੍ਹਾਂ ਕਰਮਚਾਰੀਆਂ ਨੂੰ
ਰੈਗੂਲਰ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਨੂੰ ਪਰਖ ਕਾਲ ਸਮੇਂ ਦੌਰਾਨ ਬੇਸਿਕ ਪੇਅ ਅਤੇ
ਗ੍ਰੇਡ ਪੇਅ ਮਿਲਣਯੋਗ ਸੀ।
4. ਵੱਖ-ਵੱਖ ਵਿਸ਼ਿਆਂ ਦੀ ਮਾਸਟਰ ਕਾਡਰ ਦੀ 3442 ਪੋਸਟਾਂ ਅਧੀਨ ਕੰਮ ਕਰ ਰਹੇ ਅਜਿਹੇ ਕਰਮਚਾਰੀਆਂ ਦੀਆਂ ਸੇਵਾਵਾਂ
ਉਹਨਾਂ ਵੱਲੋਂ ਠੇਕੇ ਤੇ ਕੀਤੀ ਗਈ 3 ਸਾਲ ਦੀ ਸੇਵਾ ਮੁਕੰਮਲ ਕਰਨ ਉਪਰੰਤ ਮਿਤੀ 15.01.2016 ਤੋਂ ਰੈਗੂਲਰ ਕੀਤੇ ਜਾਣ ਤੇ
ਉਹਨਾਂ ਨੂੰ ਪੂਰੀ ਤਨਖਾਹ ਦੇ ਦਿੱਤੀ ਗਈ ਸੀ।
5. ਉਪਰੋਕਤ ਸਥਿਤੀ ਅਤੇ ਸਰਕਾਰ ਦੀ ਹਦਾਇਤਾਂ ਪੱਤਰ ਨੰ: 7/204/2012-4 ਐਫ.ਪੀ।/935 ਮਿਤੀ 15.10.2015 ਦੇ ਸਨਮੁੱਖ ਇਨ੍ਹਾਂ
ਕਰਮਚਾਰੀਆਂ /ਅਧਿਆਪਕਾਂ ਤੇ ਮਿਤੀ 15-01-2015 ਦੀ ਹਦਾਇਤਾਂ ਲਾਗੂ ਹੋਣ ਜਾਂ ਨਾ ਹੋਣ ਸਬੰਧੀ ਵਿੱਤ ਵਿਭਾਗ ਤੋਂ
ਅਗਵਾਈ ਮੰਗੀ ਗਈ ਸੀ ਜੋ ਕਿ ਵਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਮਿਤੀ 10-02-2025 ਨੂੰ ਹੇਠ ਅਨੁਸਾਰ ਸਲਾਹ ਦਿੱਤੀ ਗਈ ਹੈ:-
*ਇਸ ਕੇਸ ਦੇ ਪਟੀਸ਼ਨਰਾਂ ਤੇ ਵਿੱਤ ਵਿਭਾਗ ਦੀਆਂ ਹਦਾਇਤਾਂ ਮਿਤੀ 15-01-2015 ਦੇ ਲਾਗੂ ਹੋਣ ਜਾਂ ਨਾਂ ਹੋਣ
ਸਬੰਧੀ ਫੈਸਲਾ ਪ੍ਰਬੰਧਕੀ ਵਿਭਾਗ ਦੇ ਪੱਧਰ ਤੇ ਉਨ੍ਹਾਂ ਵੱਲੋਂ CMM ਦੀ ਪ੍ਰਵਾਨਗੀ ਪ੍ਰਾਪਤ ਕਰਨ ਉਪਰੰਤ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 07-03-2019 ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖਦੇ ਹੋਏ
ਹੀ ਲਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਜਿੱਥੋਂ ਤੱਕ ਵਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਹਦਾਇਤਾਂ ਮਿਤੀ 15-01-2015 ਦਾ ਸਬੰਧ ਹੈ ਉਹ ਰਾਜ ਦੇ
ਸਾਰੇ ਕਰਮਚਾਰੀਆਂ ਤੇ ਲਾਗੂ ਹਨ ਅਤੇ ਇਸ ਸਬੰਧ ਵਿੱਚ ਪੰਜਾਬ ਸੀ.ਐਸ.ਆਰ vol-1 ਵਿੱਚ ਉਪਬੰਧ ਕੀਤਾ ਹੋਇਆ
ਹੈ।
6. ਉਪਰੋਕਤ ਸਥਿਤੀ, ਵਿੱਤ ਵਿਭਾਗ ਤੋਂ ਪ੍ਰਾਪਤ ਸਲਾਹ ਦੇ ਸਨਮੁੱਖ ਅਤੇ ਮਾਨਯੋਗ ਕੋਰਟ ਦੇ
ਫੈਸਲੇ ਦੀ ਪਾਲਣਾ ਹਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਫੈਸਲਾ ਲਿਆ ਜਾਂਦਾ ਹੈ ਕਿ 5178 ਪੋਸਟਾਂ ਅਧੀਨ ਕੰਮ ਕਰ ਰਹੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਉਹਨਾਂ ਦੀ 3 ਸਾਲ ਦੀ ਠੇਕੇ ਆਧਾਰਿਤ ਕੀਤੀ
ਗਈ ਸੇਵਾ ਮੁਕੰਮਲ ਕਰਨ ਉਪਰੰਤ ਰੈਗੂਲਰ ਹੋਣ ਦੀ ਮਿਤੀ ਭਾਵ 2 ਸਾਲ ਦਾ ਪਰਖ ਕਾਲ ਸਮਾਂ ਸੁਰੂ ਹੋਣ ਦੀ ਮਿਤੀ ਤੋਂ ਪੂਰੀ ਤਨਖਾਹ
ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ।
ਇਹ ਹੁਕਮ ਸਮਰੱਥ ਅਧਿਕਾਰੀ ਦੀ ਪ੍ਰਵਾਨਗੀ ਨਾਲ ਜਾਰੀ ਕੀਤੇ ਜਾਂਦੇ ਹਨ।

All the officials/employees of Punjab ICT Education Society (PICTES) are hereby informed that the Punjab ICT Education Society in its 26th meeting of Board of Governors (BoG) held on 19.11.2024 has approved the Service Rules called "The Punjab ICT Education Society Service Rules, 2024" to govern the service conditions of the officials/employees of the Society and the matters incidental thereto, copy of the same (Page 1 to 11) is enclosed herewith. These rules come into force with effect from 19.11.2024.

PM SHRI Schools of Punjab Government
The centrally sponsored scheme of PM SHRI (PM Schools for Rising India) was approved by Cabinet on 7 September, 2022. Under the scheme there is provision of setting up of More than 14500 PM SHRI Schools (PM Schools for Rising India) by strengthening the existing schools from amongst schools managed by Central government/State/UT Government/local bodies. These schools showcase the implementation of the National Education Policy 2020 and emerge as exemplar schools over a period of time, and also offer leadership to other schools in the neighborhood. PM SHRI Schools provide leadership in their respective regions in providing high-quality education in an equitable, inclusive and joyful school environment.
Selection of PM SHRI schools is done through transparent Challenge Method wherein Schools compete for support to become exemplar schools. The total cost of the project will be Rs 27360 crore spread over a period of 5 years which includes central share of Rs 18128 crore.
PM SHRI Scheme is being implemented by saturating all the components such as Bala feature and Jadui Pitara, Support at Pre-school Education, Child Friendly Furniture, Outdoor Play Materials etc. in Primary and Elementary Schools and Furniture, Fully equipped integrated Science Lab/Physics Lab/Chemistry Lab/ Biology Lab, Smart Classrooms, Computer Lab/ ICT Lab, Atal Tinkering Lab, Skill Lab, School innovation Councils, Playground with well-equipped sports facilities etc. for secondary and senior secondary schools.
A total of 33 States/UTs and KVS/NVS have signed the Memorandum of Understanding (MoU) with Ministry of Education for implementation of PM SHRI Scheme. A total of 12,079 schools have been selected from 32 States/UTs and KVS/NVS Schools upto 4 phases out of which 1329 schools are Primary, 3340 schools are Elementary, 2921 schools are secondary and 4489 schools are senior secondary.

What is an MDM?
Mid Day Meal (MDM) Scheme is a flagship programme of the Central Government of India which is implemented in association with the State Government. Under the scheme pre primary, primary class (I-V) students and upper primary class (VI-VIII) students of Government and Government Aided schools are served Mid Day Meal (MDM) in the school. Cook-Cum-Helpers have been provided in every Govt. and Govt. Aided Schools to cook nutritious and delicious food for the children.
Main Objectives of the Scheme
- To increase enrollment retention and to tone up the learning abilities of the beneficiaries, especially of the children belonging to poor and down trodden sections of the society.
- To provide nutritious meal to the school going, children to achieve the goal of healthy mind in healthy body.
- To promote friendship and feeling of common brotherhood among the children belonging to different Caste, Color and Creed.
Who launched the Mid-Day Meal Scheme?
The 'Mid-day meal Scheme' was first introduced in 1956 by Tamil Nadu's Government. The aim was to reduce the school dropout rate as well as increase school enrollment by providing free meals.
