Current Duty Charge

ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਗਸ਼ਤੀ ਪੱਤਰ ਨੰ.4/13/2015- 3ਪੀ.ਪੀ.1/891189/1-2, ਮਿਤੀ 14.12.2016, ਵੱਲ ਦਿਵਾਉਂਦੇ ਹੋਏ ਇਹ ਲਿਖਣ ਦੀ ਹਦਾਇਤ ਹੋਈ ਹੈ ਕਿ ਮਾਨਯੋਗ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਵੱਲੋਂ ਸਿਵਲ ਰਿੱਟ ਪਟੀਸ਼ਨ ਨੰ. 12348 ਆਫ਼ 2020 ਵਿੱਚ ਕੀਤੇ ਹੁਕਮ ਮਿਤੀ 28.04.2021 ਰਾਹੀਂ ਇਸ ਵਿਭਾਗ ਦੀਆਂ ਹਦਾਇਤਾਂ ਨੰ: 4/13/2015-3ਪੀ.ਪੀ.1/891189/1-2 ਮਿਤੀ 14.12.2016 ਰੱਦ ਕਰ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ। ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਇਹਨਾਂ ਹੁਕਮਾਂ ਵਿਰੁੱਧ ਦਾਇਰ ਕੀਤੀ ਗਈ ਐਲ.ਪੀ.ਏ. ਨੰ. 539 ਆਫ਼ 2021 ਵਿੱਚ ਹੋਏ ਹੁਕਮ ਮਿਤੀ 25.08.2021 ਰਾਹੀਂ ਉਕਤ ਰਿਟ ਪਟੀਸ਼ਨ ਦੇ ਫੈਸਲੇ ਮਿਤੀ 28.04.2021 ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਿਆ ਗਿਆ। ਇਹਨਾਂ ਹੁਕਮਾਂ ਵਿਰੁੱਧ ਮਾਨਯੋਗ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿਖੇ ਦਾਇਰ ਕੀਤੀ ਗਈ ਐਸ.ਐਲ.ਪੀ. ਨੰ. 1601/2022 ਵੀ ਮਾਨਯੋਗ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਸੁਣਾਏ ਗਏ ਫੈਸਲੇ ਮਿਤੀ 28.03.2023 ਰਾਹੀਂ ਡਿਸਮਿਸ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ।

ਉਪਰੋਕਤ ਦੇ ਸਨਮੁਖ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਦੀਆਂ ਪੱਤਰ ਨੰ. 4/13/2015-3ਪੀ.ਪੀ.1/891189/1-2 ਮਿਤੀ 14.12.2016; ਪੱਤਰ ਨੰ: 4/11/2004-3ਪੀ.ਪੀ. 1/4755-57 ਮਿਤੀ 19-04-2005 ਰਾਹੀਂ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਦਾਇਤਾਂ ਅਤੇ ਕਰੰਟ ਡਿਊਟੀ ਚਾਰਜ (Current Duty Charge) ਦੇਣ ਸਬੰਧੀ ਸਮੇਂ-ਸਮੇਂ ਸਿਰ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹੋਰ ਹਦਾਇਤਾਂ ਰੱਦ ਸਮਝੀਆਂ ਜਾਣ।

DCRG Nomination

As per Rule 6.16 B(2) of Punjab Civil Services Rules Volume-2, every government employee is required to make a nomination regarding DCRG. Now it has been brought to notice by the Accountant General, Punjab that in most of the cases, Pension Sanctioning Authority (PSA) proposes 100% DCRG to the spouse, but nomination for payment of Death Cum Retirement Gratuity (DCRG) is not being recorded therein.

2. In view of the above, it would be appreciated, if you direct your respective departments to take necessary action in this regard and ensure to comply with the provision made in Rule 6.16 B(2) of Punjab Civil Services Rules Volume-2 regarding nomination for DCRG and enter it in the iHRMS of every employee.
