Protection/Fixation of pay of Government employees appointed by transfer/Open selection etc. from one service to another.

I am directed to refer to proviso to rule 4.4(b) of Punjab Civil Services Rules volume-1. Part-1 wherein it has been provided that the initial pay of an employee. if he holds a lien on a permanent post in the Government or on a post in a body whether incorporated or not, which is wholly or substantially owned or controlled by the government is to be protected at the time of his appointment to a new post in a Government Department.

2. It has now been decided that the initial pay of a government employee shall not be protected in case the employee has previously held a permanent or temporary post in a body, incorporated or not which is wholly or substantially owned or controlled by the Government ice protection of pay in such cases be admissible only where the employee has previously held or officiated on a post in a Government Department.

3. These instructions shall be deemed to have come into force on and with effect from 31th January 2016.

4. Necessary amendment to Rules will be issued in due course.
