Subject: Reservation for Economically Weaker Sections (EWSs) in direct recruitment in civil posts and services in the Government of Punjab.

Please refer to the No. 1/3/2019-RC1/700 dated 30.10.2020 on the subject cited above.

2. To implement the judgment dated 14.10.2024 of Hon'ble Punjab and Haryana High Court in CWP No. 4264 of 2021 titled Sikander Singh and others v/s State of Punjab and other clubbed cases, the Para 8 (Adjustment Against Reserved Vacancies) of the instructions dated 30.10.2020 is substituted as under:-

"A person belonging to EWS cannot be denied the right to compete for appointment against an unreserved vacancy. Persons belonging to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation."

3. The instructions issued vide No. 1/3/2019-RC1/196 dated 18.03.2021 are here by withdrawn.

4. This issues with the concurrence of the Department of Personnel received vide I.D. No. 17/33/2019-5PP1/3PP2/141 dated 07.02.2025.

ਮੈਨੂੰ ਆਪ ਦਾ ਧਿਆਨ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਹਦਾਇਤਾਂ ਨੰਬਰ 4/17/79-1ਪੀ.ਪੀ./13274 ਮਿਤੀ 01.10.1985, ਹਦਾਇਤਾਂ ਨੰਬਰ 15/1/89-1ਪੀ.ਪੀ.2/19778 ਮਿਤੀ 02.11.1989 ਹਦਾਇਤਾਂ ਨੰਬਰ 13/1/2018-3PP2/240 ਮਿਤੀ 29.08.2018 ਅਤੇ ਹਦਾਇਤਾਂ ਨੰਬਰ 13/218-3PP2/1422949/1 ਮਿਤੀ 18.02.2019 ਵੱਲ ਦਿਵਾਇਆ ਜਾਂਦਾ ਹੈ। ਜਿਸ ਰਾਹੀਂ ਲਿਖਿਆ ਗਿਆ ਸੀ ਕਿ ਕਲਰਕ ਦੀ ਸਿੱਧੀ ਭਰਤੀ ਲਈ ਉਨ੍ਹਾਂ ਅੰਗਹੀਣ ਵਿਅਕਤੀਆਂ ਨੂੰ ਟਾਈਪਿੰਗ ਦੀ ਨਿਪੁੰਨਤਾ ਵਿੱਚ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ, ਜਿੱਥੇ ਸਿਵਲ ਸਰਜਨ ਵੱਲੋਂ ਤਸਦੀਕ ਕੀਤਾ ਹੋਵੇ ਕਿ ਉਮੀਦਵਾਰ ਜਿਸਮਾਨੀ ਤੌਰ ਤੇ ਟਾਈਪ ਕਰਨ ਵਿੱਚ ਅਸਮਰੱਥ ਹੈ। ਜਿਹੜੇ ਅੰਗਹੀਣ ਵਿਅਕਤੀਆਂ ਨੂੰ ਉਕਤ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਟਾਈਪਿੰਗ ਦੀ ਨਿਪੁੰਨਤਾ ਤੋਂ ਮੁਕੰਮਲ ਛੋਟ ਨਹੀਂ ਮਿਲ ਸਕਦੀ ਉਨ੍ਹਾਂ ਨੂੰ ਟਾਈਪ ਟੈਸਟ ਵਿੱਚ ਹਰ 10 ਮਿੰਟਾਂ ਦੇ ਟੈਸਟ ਸਮੇਂ ਪਿੱਛੇ 3 ਮਿੰਟ ਤੇ 20 ਸੇਕਿੰਡ ਦਾ ਵਾਧੂ ਸਮਾਂ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਰਕਾਰ ਵੱਲੋਂ ਇਹ ਵੀ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਸੀ ਕਿ ਕਲਰਕਾਂ ਦੀ ਸਿੱਧੀ ਭਰਤੀ ਤੋਂ ਇਲਾਵਾ ਗਰੁੱਪ-ਡੀ ਤੋਂ ਗਰੁੱਪ-ਸੀ ਦੀ ਪਦ ਉਨਤੀ ਲਈ ਵੀ ਇਹ ਹਦਾਇਤਾਂ ਲਾਗੂ ਹੋਣਗੀਆਂ।

2  ਉਕਤ ਹਦਾਇਤਾਂ ਦੀ ਲਗਾਤਾਰਤਾ ਵਿੱਚ ਸਰਕਾਰ ਵੱਲੋਂ ਹੇਠ ਅਨੁਸਾਰ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਹੈ ਕਿ:-

1 ਜਿਨ੍ਹਾਂ ਕੇਸਾਂ ਵਿੱਚ ਸਿਵਲ ਸਰਜਨ ਵੱਲੋਂ ਤਸਦੀਕ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਸਬੰਧਤ ਨੇਤਰਹੀਣ ਕਰਮਚਾਰੀਆਂ ਜੋ ਜਿਸਮਾਨੀ ਤੌਰ ਤੇ ਟਾਈਪ ਕਰਨ ਵਿੱਚ ਅਸਮਰੱਥ ਹਨ, ਉਨ੍ਹਾਂ ਨੇਤਰਹੀਣ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਕੰਪਿਊਟਰ ਕੋਰਸ ਤੋਂ ਵੀ ਛੋਟ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਇਹ ਛੋਟ ਸਿਰਫ਼ ਉਨ੍ਹਾਂ ਨੇਤਰਹੀਣ ਕਰਮਚਾਰੀਆਂ ਤੇ ਲਾਗੂ ਹੋਵੇਗੀ, ਜਿਨ੍ਹਾਂ ਦੀ ਪਦ-ਉਨਤੀ ਇਹ ਪੱਤਰ ਦੇ ਜਾਰੀ ਹੋਣ ਦੀ ਮਿਤੀ ਤੋਂ ਪਹਿਲਾਂ ਹੋ ਚੁੱਕੀ ਹੋਵੇ।

2 ਭਵਿੱਖ ਵਿੱਚ (ਇਹ ਪੱਤਰ ਜਾਰੀ ਹੋਣ ਤੋਂ ਬਾਅਦ) ਪਦ-ਉਨਤ ਹੋਣ ਵਾਲੇ ਨੇਤਰਹੀਣ ਕਰਮਚਾਰੀਆਂ ਦੇ ਕੰਪਿਊਟਰ ਕੋਰਸ ਲਈ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ, ਇਸਤਰੀ ਤੇ ਬਾਲ ਵਿਕਾਸ ਵਿਭਾਗ, ਤਕਨੀਕੀ ਸਿੱਖਿਆ ਅਤੇ ਉਦਯੋਗਿਕ ਸਿਖਲਾਈ ਵਿਭਾਗ, ਉਚੇਰੀ ਸਿੱਖਿਆ ਤੇ ਭਾਸ਼ਾ ਵਿਭਾਗ ਅਤੇ ਮਹਾਂਤਮਾ ਗਾਂਧੀ ਰਾਜ ਲੋਕ ਪ੍ਰਸ਼ਾਸ਼ਨ ਸੰਸਥਾ (MGSIPA) & Braille typewriters ਅਤੇ  Job Profiling ਸਬੰਧੀ ਲੋੜੀਂਦੇ ਪ੍ਰਬੰਧ ਤਿੰਨ ਮਹੀਨੇ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਕਰਨ ਸਬੰਧੀ ਲਿਖਿਆ ਜਾਂਦਾ ਹੈ।

Subject:-  Modified Assured Career Progression Scheme (MACP Scheme) for Medical Officers of Health Department of the State.

           Secretary to Government of Punjab, Department of Health and Family Welfare may kindly refer to their proposal received vide E office file no. DHS-E-40MISC/11/2025- ESTB4-DHS (E-828248) on the subject cited above.

2.        FD agrees to grant the Modified ACP Scheme to the Medical Officers as mentioned below:

3.       This scheme shall be applicable to the officers who are appointed before 17.07.2020 and are receiving the pay scales as per Punjab Civil Services (Revised Pay), Rules 2021 notified by the FD vide Notification No. 09/01/2021-5FP1/671 Dated 05.07.2021

4.        The Modified ACP Scheme for Medical Officers shall be applicable with effect from 01.01.2025.

5.    The AD will immediately amend the Service Rules accordingly.

6.      All other terms and conditions as were applicable prior to 01.07.2021 under the previous ACP Scheme for these medical officers shall also be applicable for this Modified ACP Scheme

7.       Since the Pay Matrix and Pay Levels of the 7th Central Pay Scales and 6 Punjab Pay Commission are different, the scheme for the Medical Officers recruited on or after 17.07.2020 will be decided separately.
